Presidential Paper

Nigel Worrall presented the ARTC Level Crossing Monitoring Development Project at a joint meeting of the IRSE, PWI and RTAA in Adelaide on 4 May 2023.  This paper was commissioned by Steve Boshier, the IRSE International President.

Nigel’s paper will be published in the IRSE News and the presentation is available on the IRSE Vimeo channel.

The IRSE Australasian Section encourages high achievement in railway signalling, systems and associated disciplines. In recognition of outstanding achievement, service to the IRSE and/or the railway industry, the Chairperson may present the above mentioned award.

  • Contribution to the advancement of the discipline

Semaphore Award

The IRSE Australasian Section encourages its members to undertake the IRSE Professional Exam. To assist this, the Australasian Section provides the above mentioned award to the Australasian Section member who achieves the best results in the IRSE Professional Exam.

The award is announced at the Annual General Meeting.

The prize for the award is:

  • A certificate
  • Sponsorship towards attendance at an IRSE Australasian Section Technical Meeting (notionally up to $2,000, or such amount as the Committee of Management may decide from time to time)
    • The sponsorship includes travel, accommodation, meals and registration at that Technical Meeting
    • The registration expense will usually be directly charged to the IRSE Australasian Section (e.g. by using a code in the event registration application), but is included in the total sponsorship value
    • The other expenses are reimbursed upon presentation of receipts after attendance at the IRSE Australasian Section Technical Meeting
  • It is expected that the winner will present a report on the Technical Meeting attended using the award at an IRSE Local Meeting in their home state
    • The report should include a summary of the Technical Meeting and any significant learnings gained
    • It is expected that the report will be presented within 12 months after the Technical Meeting.

A person is eligible for the award if:

  • They completed the IRSE Professional Exam in the preceding calendar year, noting that:
    • Completing the IRSE Professional Exam means that the person has passed all four modules of the IRSE Professional Exam; and
    • The IRSE Professional Exam only needs to be completed in the preceding calendar year (i.e. there is no requirement for all four modules of the IRSE Professional Exam to be sat within the preceding year); and
  • They are currently a financial member (at any grade) of the Australasian Section.

A person who has been awarded the Thorrowgood Scholarship Award by the global IRSE is ineligible for the Semaphore Award.

The criteria for the assessment are:

  • Best overall results for the four IRSE Professional Exam modules; and
  • A Credit or Distinction in at least two of the IRSE Professional Exam modules.

The IRSE Australasian Section manages the Graduate Diploma of Railway Signalling course and supports the course as a core element in developing competent signalling engineers. To encourage people to participate in the course, the Australasian Section provides the above mentioned award to the student who achieves the best results throughout the course.

The Assessment Panel will consist of the Professional Education Committee in consultation with the course provider. Should there be a tie, an Assessment Panel consisting of the two immediate past Chairpersons of the Australasian Section and the current Chairperson of the Professional Education Committee shall decide the winner – they may consult the teaching team.

The award is at the sole discretion of the Assessment Panels. If no student is deemed satisfactory, then no award is given. The decision of the Assessment Panels is final and no correspondence will be entered into.

The IRSE Australasian Section seeks to develop its younger members, and also seeks for the wider membership to benefit from the cutting-edge knowledge that younger members bring. To assist this, the Australasian Section provides the above mentioned award to the Australasian Section younger member who prepares and presents the best technical paper at an Australasian Section Technical Meeting.

  • They presented a technical paper at an Australasian Section Technical Meeting in the preceding calendar year; and
  • They were 35 years of age or under when the technical paper was presented; and
  • They are currently a financial member (at any grade) of the Australasian Section; and
  • They prepared and presented the technical paper individually
    • Plagiarism is unacceptable and the paper must not include uncredited content authored by others. However, it is understood and accepted that others may have reviewed and commented upon the paper during its development.

  • Originality of ideas and concepts
  • Advancement of the science of signalling
  • Quality of presentation and delivery.
